Bulk meters at the plant and base of each building record how much energy the network is producing. This is the baseline. You need these meters to identify where issues might be occurring on your network.
Heat Distributed & Recorded
Apartment-level meters (or heat cost allocators) capture individual consumption. This is where compliance really bites: if meters aren't fitted, maintained or reporting correctly, you cannot bill residents fairly or meet the regulations.
Data Collected & Verified
Data should flow automatically via AMR (automatic meter reading). Manual reads or gaps in the data create compliance risks, billing errors, and resident disputes.
Data Processed & Checked
Billing agents or in-house systems take that meter data and prepare invoices. Here, validation checks are vital - flagging anomalies, gaps, or impossible consumption before residents see a bill.
Bills Issued & Residents Notified
At least twice a year and always based on actual consumption where meters are installed. This is the visible part for residents - but if the upstream process has failed, complaints will spike.
