The Energy Act 2023 is where the story really begins. It formally gave Ofgem the role of regulating heat networks for the first time, closing the "blind spot" that left many networks without proper oversight.
Think of the Energy Act as the track being laid down. It doesn't yet run the trains, but it creates the line that Ofgem will use to regulate heat networks.
