Operation & Maintenance (O&M) manuals provide the technical information needed to safely operate, maintain and improve a heat network throughout its lifecycle.

As Ofgem's regulatory framework and proposed HNTAS develop, accurate asset information and network documentation will become critical for demonstrating effective management, supporting performance reviews and planning future improvements.

HNTAS

The HNTAS requirements are still being finalised. The formal consultation closed in April 2026, but the final technical documentation has not yet been published and the Government has not given a firm publication date.

Further changes to the draft requirements are expected following consultation and technical feedback, and there is increasing industry expectation that final documentation may not be available until 2027. However, organisations can begin preparing now by understanding how their network performs today and identifying opportunities to improve efficiency, reliability and data quality.
